Infrastructure Bundling through Preparatory Measures, in particular through the Laying of Empty Conduits in the Expansion of Electricity and Telecommunications Networks, and as a Generalisable Planning Mode within Plan Approval Procedures pursuant to §§ 72 ff. of the Administrative Procedure Act (VwVfG)': The planning mode of anticipatory planning is intended to facilitate infrastructure development by enabling the bundling of projects that are implemented within the same spatial area but not simultaneously. This thesis examines this approach by outlining the foundations and constitutional limits of anticipatory planning and by analysing the existing legal provisions governing it. It further assesses whether anticipatory planning constitutes a planning mode capable of generalisation.
